Default lockout feature???

What is the lockout feature? I wanted to change a light bulb in my speedometer and I took off the two nuts that hold the steering column up and I lowered it. The speedometer came out easy THEN. After I put the speedometer back in, I wanted to check if the new bulb was working. So I put the key in the ignition, and it would not turn. The key goes in but would not turn. I then turned the steering wheel and it locked like it should. So the problem is in the ignition.

In the book it talks about some lockout feature. Anybody know what is it? How do I unlock it now???

Thanks in advance!

Ok this is what he wrote:

HE IS TALKING ABOUT A PASSLOCK... THATS WHAT IT SOUNDS LIKE BUT A PASS LOCK SENSOR WILL NOT MAKE THE KEY NOT TURN... IT WOULD MAKE IT NOT START. LIKE A VATS SYSTEM. SOUNDS LIKE HE HAS A LOCK CYLIUNDER ISSUE
also if he droped the colum down, i think there is a rod that runs through there that moves when the key is turned. i guess its possable that he damaged the rod but im not sure if that is the case. either way, there is no mechanical function that would lock the cylinder. the tumblers usually wear out. we do a ton of them. one more thing... i dont know what year it is but there is a shift lock solinoid in the newer ones. its in the shifter assy. it can lock the cylinder if that part senses that the car not in park but that usually would make the key stick in the cylinder so there is a few things that may be wrong
