Question Lift, performance and beyond...

I bought an absolutely rust free 1994 Silverado Blazer (K1500), 4x4, with a 350 tbi and an automatic tranny. It's bone stock and I want to turn it into a combo daily driver, offroad and show truck. The interior needs to be updated (faded seats, fade dash). The paint also needs to be redone (it is a very nice blue shade right now) due to scratches and minor dings. The back bumper needs to be replaced as it was "tweaked". I want to lift it at least 3" maybe as much as 6" but, I want it to handle as well off road as on road. Now that you have a mental image, here's my question, what and how would you suggest I get the most bang for my buck? This will be a one of a kind truck so give me some ideas - I want to do it right.
