I don't think you'll be able to tow using the bumper mounted ball... Raising the bumper puts more stress on the brackets, weakening the integrity of the bumper mounts because now there's more leverage for the weight of the trailer to pull on, meaning you could tear your bumper off, safety chain hooks and all...
If you have a hitch that mounts to the frame rails, I don't see why you couldn't. You're not doing anything to the frame rails, your hitch will just stick out like a sore thumb is all.

When installing a body lift, the instructions will tell you to cut the inside of your rear bumper in order for it to fit around the upper frame.
I chose to simply relocate it rearward by on bolt hole because I use it to pull a light light trailer. It looks a little funny but it works.
