1996 blazer died while driving
my fathers 96 blazer has an intriguing issue maybe someone has seen before because its got me stumped which doesn't happen often. i have narrowed it down to, no power to fuse 3, 9, and 15 all of which should be hot all times according to the manual. if i engerize fuse 9 on the load side it starts and runs normal, as this is battery hot to ECM memory, without power to this fuse i get no CEL or ABS light at key on. and i know fuse 3 operates the DRL which dont work, neither do headlights, or transfer case controls. where is the power source from the battery for these? ive checked every visible fusible link without luck of blown one. also when i energize fuse 9 it backfeeds all the transfer controls and lights and they operate though you can tell its all backfed. any insight would be greatly appreciated as this vehicle is a wiring nightmare

I once had an issue when I hit a bump it would blow the ecm fuse. turned out a wiring harness on the passengers side right above the manifold came lose and melted a wire. I would hit a bump, the wire would hit my manifold and blow the fuse

I have no blown fuses, I have no power to fuses 3 9 and 15, all of which require constant battery voltage, I've checked all the fusible links on the drivers fender, are there any in other places I may have overlooked? everything functions fine if I remove the fuses and engerize the load side of the fuse with a fused jumper wire.
