Default 1998 blazer 4dr auto 4x4, gauges not working

bought blazer and the last owner replaced a modular, as the gauges were not working (fuel, temp, indicator for PRND32) but the after replacing and putting the dash back together the gauges still do not work, as well the 4x4 buttons don't work either, are these issues related?

TCCM is plug & play, can not be programmed. Have you checked all fuses, with a test light, in both fuse panels?

Under the hood, left inner fender, between the air filter housing and the ABS unit. Black plastic cover with a thumb screw on top, can't miss it
