2001 Blazer - Dim headlights on one side

Default 2001 Blazer - Dim headlights on one side

I have a 2001 Blazer, and the headlights on the right side are dim. Left side headlights work normally. I've swapped the bulbs from side to side with no effect. I've cleaned up the ground connections on the right side below the battery tray, and replaced the headlight and DRL relays, The two headlight fuses in the under hood fuse box are good. With the engine off, voltage at the dim lights are about 10.5V, at the bright side its about 11.8. Wiring looks good. have a missed anything, or do I nee to look at replacing the Body Control Module (BCM) ?
