Default Disapearence of dash power and noise on ignition.

Ok i know my blazer questions are all over. But here is the new issue.

The last 2 days it has been raining like cats and dogs, massive electrical storms. And i was out in my car getting ready to go to the store turn my car over to start it and all power to everything dash, lights, clusters, radio, everything disappeared. Power surge is what i am thinking. Had a friend come by and turn the key while i was under the hood and heard clicking noise from the fuse box. so i took panel off and we did it again and it's tripping all the relays.
I drove it the night before from work to gas station, grabbed drink, and drove home less than 2 miles. and it drove started and ran fine. this was the next day after the massive down poor.
Today i thought it might have been the water so i went out and turn the key to the on position and the door hatch opened. so i turned the key and im still having the same noise and power disappearance to everything inside. but whats weird is my radio didn't reset like it would normally do.
Checked battery voltage. Good. checked connections. all good.
Im stumped.
I have a electrician buddy of mine coming over in a few days to see what he thinks but if anyone has any ideas please let me know. It's the only transportation at the house for the next 3 weeks while my father is out of state.

It's a 99 chevy blazer 4x4 4dr.

Sure sounds like an ignition switch failure which is a somewhat common occurrence as a search or two would have uncovered.
