Default fuse box, instrument cluster problem

There are some other threads on this topic but I think my issue is different. My speedometer works, all other gauges do not work. Fuel is past full indicating bad ground, voltometer reads no voltage, temp gauges read low. I checked the fuses first. There is no power to the instr LPs fuse. I looked at the bulkhead connector in the engine compartment behind the fuse box and the plastic around each wire where it meets the harness is melted and gummy. Do y'all think I need to replace the bulkhead connector or is this some kind of sealant to keep moisture out? A previous owner did a lot of amateur wiring for a sound system and TV he had in it. There are loose connections and unused coax and audio wire everywhere.

I know this can be pretty hard to give advice on from a distance. I was reading a thread on another site for something similar, and I think what I'm going to do is unscrew the bulkhead connector. There's a single screw on the bottom of the connector, pull it out and test the connections on the backside of the connector to see if power is getting to through where the wires are connected. Look for corrosion, etc. And hopefully find a ground wire and clean that up if there is such a thing? Maybe I'll find the problem there. If I don't find it I might just pay a mechanic fix it. Might be a little over my head.
