fuse box problems

Default fuse box problems

to whom may know something about this as i keep searching for my electrical problem i think im closing in on problem i had a a/c heater fuse blow went to replace with new fuse and as i was about to push fuse into its space when the tips of the new fuse touched the metal there was some sparking going on so to me this means there is an exposed wire touching something on the back side of the fuse block ?? question i have is there a easy way to get fuse block out with out taking the whole dash apart
