Question Headlights in the cold.

This isn't a big deal, but I am curious... When its cold (~15F or less), my headlights will not turn on, until the truck runs a little bit. All of the other lights will turn on. For Instance, working at night, I would go and start my truck, and turn on the lights, the headlights will not come on. I go inside, do my paperwork (2 or 3 minute), and my headlights will come on, before I get back to it. This ONLY happens when its cold out. If its say 25F, they work fine.
I have no idea where to start looking, as they stay on, when they come on... Any advice would be nice.
