No state laws can supersede or contradict FMVSS 108, it is a US nationwide federal law. HID retrofits are illegal point blank in every state (all 50) that claims to be part of the US.

It seems that way but I'm actually a supporter of correctly done swaps. That doesn't include so called PnP kits or goofy colors. I just hate companies misleading people with only half the info or completly wrong info.
