Do you mean you changed the switch that controls the power windows or the door panel itself?
Have you tried to roll the passenger door glass down from the passenger side switch when the driver side switch doesn't work?

Have a 2k and I had/have the same issue. Mine is rain water corroding the contact in the switch. I just work it a little and it starts to work again. The thing doesn't sit still long enough to clean the contacts the correct way.

Has to be a loose connection somewhere if they work sometimes and not other times, have you tried to operate the power locks from the passenger side door, if you have keyless entry, does that lock the doors?
if the fuse looks good, I would start by making 100% sure the connection at the switch is secure and not dirty, clean the contacts, next would be making sure the fuse is proper seated in the slot. find the fuse, and play around with the switch and as you do, wiggle and move around the fuse.
