There is the possibility of a labeling issue on the DRL relay pins as in 85 and 86. These are the coil energizing pins and it does not matter which one gets ground and which one gets 12v to activate the relay. Also, 87 and 87a are not even differentiated on my schematic. You will need a digital (low current draw) test light to fully test the state of each relay socket during the call for manual high beams. Its always safer to use a digital test light rather than an old school incandescent light when computer drive circuits are involved so you dont fry any drivers. The exception is when its a known high current circuit like the O2 sensor heaters.

First up is 85 and 86. With a manual call for high beams see if one pin has 12v and can drive the light and if the other pin is a functioning ground that can also drive the light.

An LED test light has lower current draw and is safer around computer circuits like this:

I did not notice this before in your photo. Find a real 5 pin relay with 87 and 87a and try that, this couid be the issue. When its not energized, pin87a routes 12v to power the left HB

All 5 relays in my car with that part number on them only have 4 pins if I Google that part number I see the same

Look at the circuit diagram, power is only routed to the LF HB when the relay is off and 87a supplies power to 30.
