when i turn the hvac to floor setting or any thing that has floor mixed into it blows out of the defroster.

which actuator operates the floor vents?

 

A quick suggestion, check under the hood against the fire wall on the driver side and make sure all the grounds are tightened down. Mine decided it would only blow out the dash vents so I had no defrost on icy days last winter and all I did to fix the problem was tightened up the grounds and it works like a charm now.
