Default No power to OBD2 port under dash?

Alrighty so I’ve got a 2000 blazer (4x4, 4 door) and I have no power to the OBD2 port under the dash to hook a scanner up to. I’ve checked the cigarette lighter fuse and it’s fine, I even directly hard wired it to bypass the fuse completely and nothing. The cigarette lighter works so I know the fuse is getting power. What else could it be? I used a test light and probed all the pins on the connector but I have no power going to it weather the car is running or not. Thanks!

The wiring from the port could be damaged under the dash. I'd investigate the harness from the port back as far as I could.
