Default obd scanner wont read codes

I've got a 1999 blazer in which the engine light came on a week or so ago after getting it inspected and it stays on. I disconnected the battery and its still on. I took it to auto zone to have the codes read and neither scanner would even turn on. Is this possibly a computer issue or an electrical issue?

Yup it was the cig fuse...Didnt have a chance to respond but about an hour after my last post i found another thread that said the same thing. Thanks guys for your replies. But now I'm having another issue - When the truck is off or on battery the cig lighter works just fine, but when its running the fuse blows. I replaced the lighter and housing but it keeps happening. Could this be a short to ground somewhere?

sounds like a wire shorted to ground.
