Default Odometer not working

I have a 98 Blazer over here in the UK. The odometer isn't working.

A while ago I had the main fuse/relay box replaced (corroded contacts causing the fuel pump relay to intermittently stop working). I normally work on my own cars, but in this case I had it fixed by a 'specialist'. When I got the car back the odometor wasn't working. I asked the 'specialist' what he'd done and he told me 'I ain't been near the odometer'......

I understand there can be an issue with the ip cluster, but it seems coincidental that my issue arose when the fuse box was replaced. Does anyone know if there is a possible link? Like a fuse or relay missing from the new 'box? I'd like to check this before pulling the dash out. Besides, getting a replacement cluster over here in the UK will be a pain in the proverbial...
