won't stop running whenbrake pedel is pressed

Great Site, with great information. 2001 Blazer LT. When I shut it off with the key (remove the key from the ignition) and have my foot on the brake it stays running. When I drive it at night the dash lights are out and the radio light is out. I changed the ignition switch today due to intermitent starting problems. Thought that would solve some of my electrical issues. Also, prior to starting if I push the brake pedal the interior chime rings and the check engine light goes on. I changed the brake pedal switch also. Did not help. Still having problems and not sure if the starting issue is resolved. It has been starting okay the last couple of weeks but I changed the ignition switch anyway. Starts okay today. Not sure what to check next. I checked all the fuses and they are fine.

Small whisp of smoke came from the steering column today, near hazard switch. Not sure what is going on???
Also, I noticed that whenever the headlights go on the interior dashboard lights and the radio light shut off (as mentioned in my previous post).
