Default 4wd acting weird

i have a 1993 blazer that im currently working on changing out and replacing the vacuum hoses. could this possible be a hose problem or something bigger?
i uploaded this video of it not working, hopefully someone can help me and give me some insight on it. thanks!

Is there also a transfer case control module (TCCM) that could be at fault?
