Default 4x4 won't work?

I've replaced the actuator an cable. The vacuum seems to be pulling the cable but still no 4x4. I'm replacing a vacuum hose right now but still why isn't it working

Is it that the front axle is not being engaged? Could it be that the transfer case is not engaged?

If the cable to the front axle is being pulled by the vacuum, then perhaps the issue is that the gear that is engaged could be stripped.

I think you should be able to confirm if the front axle is engaged or not by lifting the front tires off the ground and checking if rotating one wheel causes the other rotate the othet direction.

The gear that can get stripped is #10 in the diagram below. I've seen it go by several names. One is Front Axle Disconnect Gear.
