Default spare tire carrier

hey i am new to the forum. I just have a question I just bought a spare tire carrier for my 2001 blazer 2 door ( it had one and was removed before I got it) It has the striker plate on the tailgate when i went to bolt it up there are 2 rubber bumpers that make contact with the plate before it will latch. i know it needs to be adjusted in but that is my question the bolts on the back of the studs holding the rubber bumper will not budge Are they welded on there? I don't wanna strip them and not be able to get em off. Also are those rubber bumpers glued on then i could just cut them off and go buy threaded rod and be done thanks guys. Sorry I'm new here

They might have seized up but you can adjust those stops. Mine took some pb blaster and some force .

The front nuts on the studs (shown in this pic) should turn with an open-end wrench. The nuts on the back (shown here) are welded to the carrier. If you have to destroy the studs to remove them, I would guess you could find replacements, as well as a rubber stopper cap thingie that would do the same job (just drill and tap some threads into the rubber; squirt some adhesive in the hole and thread the stud in there).
