This is all I have. There is the vertical pice below the window, a piece below the tail light and one piece above the tail light about one foot. I'm sure this is a tire rack? Is it an old hinkey rack? I"m guessing that might be it since it has a hinkey rack on the top.

I agree with you, someone tried to make a rear tire carrier from what I can see in the picture.

My '74 came to me with a Hickey swing out spare tire carrier. Same brackets/mount as you are showing on the back of yours.
