Default 1997 4WD front sway bar replacement

Help! The front sway bar links broke on my 1997. The new links I bought are long (about 6 inches) and have a 3 inch spacer. There is a bracket coming off of the A-arm to attach it to instead of going through it. Does the sway bar go above or below the A-arm?

It should look something like this when completely assembled except for the wing nut and clip.
