How far is the cable moving? It needs to move about a half an inch to engage the front axle

I don't know about the bracket but, I would just see how far the cable is moving first, because if it is moving a half inch or so, we know that the cable is moving freely and has enough pull to engage. If it is pulling enough then your problem lies in the front axle: it could be the shift fork, the engagement collar, etc.

There is a groove that u slip a piece of the spring into, which then holds the cable in the actuator.

we tried that and the cable still comes out it is a new aftermarket cable and after market actuator maybe got bad spring ? is there a spring on the inside of actuator? the outside spring does not hold the cable it it just pulls right out

The spring is on the actuator and there should be a groove in the actuator that retains the cable in the actuator. In the lower right picture you can see how the spring is visible through the hole where the cable goes. Hope this helps out
