Vacuum leak? On my 1985 s10 blazer, the same thing happened in a foot of snow. I could put it in 4 high and 4 low but the front tires weren't engaging. One of the vacuum lines came off the 4x4 actuator. But even after putting it back on it would take a little while to kick in because of other small leaks. Works perfectly after replacing a few hoses.

Only a few more parts to replace before everything has been replaced! More accurately, you haven't guessed the right part yet Time to stop guessing, and start diagnosing.
We need more info in order to help you. 3 button switch on the dash? Have you checked both terminals of all fuses in both fuse panels with a test light or DVOM, with the ignition on, engine off? That is the only accurate way to test a fuse. With only the right front wheel off the ground, engine at idle, transmission in park or neutral, select 4HI: can you rotate the right front wheel by hand?
