Default 1999 Blazer 2WD shimmy

Hi everyone, my truck still shimmys when I reach speeds of 50-65. I just got the inner and outer tie rods and idler arm plus I changed out the shocks. I got it aligned and balanced out the front tires. I'm wondering what kind of role does the upper control arm bushings play in the steering? The shop I took it to for the alignment and balancing (Goodyear) told me the upper control arm bushings were gone. But could that be the reason why it's still shimmying? Any advice would be very appreciated.
