Default 1999 Blazer Transfer case issue

Hey guys I need some help please. I have a 1999 Blazer 4wd with the 3 button 4x4 system. I recently went off road and got it stuck. So after scratching my head I realized the 4wd wasn't working. So I start trouble shooting. The T case is working so I go to the battery the actuator has vaccum constantly but the hubs don't lock. Ok, so I track that problem to the clip that holds the cable to the shift fork. Ok so that issue is fixed on to the constant vaccum because I don't need my hubs lock 24/7. So I replaced the transfer case switch and sure enough the old one the ball was stuck up. So I put the new one in and now I have 0 vaccum. What could be the problem? The only other issue I have with this truck is the P0440 code which I blame my gas cap for because the code comes on random times. I know I have vaccum into the case because before it was constantly on, so I am thinking it's whatever works the switch inside the case? Anyone have a diagram or know how to fix it?
