Default 4WD-No power to wheels

I have a 2003 Blazer. I can hear the 2 clicks on the TCCM as well as what sounds like something engaging on the transfer case, but when I am on snow only the right hand rear wheel has power. Does anyone have any experience with this? What is the most common fix?

Thanks for the help......

AQ
