Default 4wd sometimes works?!

If i gir my 4w hi the tcase will lock in all the time. So i was thinking maybe a vaccum issuse, i took the cable off the actuator under the battery tray and pulled on it by hand. Sometimes it will stay locked in and sometimes it wont lock in at all. Could the cable just be bad? Thanks for the help!

What is the year, make, model of the vehicle, and is the switch on the dash 3 button or 4 button?

95/96 blazer ls. It has the 2 button on the dash. Kinda lost too because it hums like crazy when i have the cable pulled, but soon as i release it, it wont make the noise anymore.
