4x4 Problems

I apologize in advance if this specific problem has already been posted. I have gone through the forum and haven't found my exact problem, so here goes:
I have a 2001 Blazer. My switch has 2 hi, 4 hi and 4 lo. My 2 hi light is on, but my 4 hi and 4 lo won't light up. When I push either 4x4 button, nothing happens. The encoder motor does nothing. The fuse is good. On my TTCM, the 2 heavy orange wires both have power going into the TTCM. The heavy red wire is a ground (I thought being red it would be power, but it is a ground) I just bought the Blazer and the guy I bought it from replaced the TTCM with a used one. I'm kind of leaning towards the TTCM being bad, but would like to know of any suggestions anybody on here would have. The encoder motor was also replaced, with a used one but it came off of a working vehicle. I'm getting frustrated trying to figure it out. I tested for power at the 4x4 switch as well. There are 2 plugs going into the back of it. The bottom plug is 2 wires, power at both of these wires. The top plug has several wires, and I believe there is power at 1 of these wires. The actuator under the battery is ripped, but this shouldn't have anything to do with the above mentioned issue should it? I understand that the front diff won't lock in with the actuator being bad, but I'm just trying to get the main issue figured out before replacing the actuator

Thanks for the reply. The thing that is baffling me is I have no trouble codes when grounding pin 13. My 4hi and 4lo buttons never flash, ever. I have a friend with the same vehicle as mine and his 4x4 works. I tried switching TCCM's as well as the 4x4 switch, still nothing. However, when we put his parts back on his truck, his wouldn't go into 4x4 anymore. It sounds to me like a short in a wire somewhere maybe???

I grounded the #13 pin on OBD2 connector but my 4x4 lights on swith won't flash any codes. I have had almost enough of trying to figure this thing out. From what I've read about problems with this system, and from what I know of talking to people with these vehicles that have 4x4 problems, I'be reached the conclusion that they're junk, lol
