98 blazer 4wd doesn't fully disengage

Default 98 blazer 4wd doesn't fully disengage

I have a 1998 chevy blazer 4x4 with the 3 button switch. What is happening now is that when in 2wd I hear a whine from the passenger side like the axle is trying to engage in 4wd. The 2wd light is on but it sounds like the axle is trying to engage. If I go to 4hi it goes away. I live in Florida so full time 4wd isn't a good thing. Also when switching between 2 and 4 the light doesn't blink it just goes into the selected mode. Tonight I changed the vacuum actuator under the battery tray just because. Looking for suggestions to fix this without going gaga. Question if I unplug the TCCM will it keep it in 2wd? I don't have a lot of money to throw at this.
