Default 99 Blazer transfer case will not shift forward

Hello, I just found this forum and after searching through the threads i have been unable to find anyone with the problem I'm having. My mother has a 99 Blazer 4wd with the 3 button switch and the np233 transfer case. I shifted into 4 Hi one day to back through a snow drift and it would not go back into 2 hi. The time comes to start messing with it and my dad shifted it into 4 low, and it was stuck there, would not go back to 4 hi or 2 hi. And we tried it all, neutral, park, backing up while hitting the button, the light flashes for a bit then there is a click from the tccm and nothing happens. So we pulled driveshaft, took off the motor and manually put it in 2 hi. No corrosion on the plug for the motor. Asked some people and was told the motor was bad. I have no way of actually testing it though. So my dad buys a new motor and that didnt fix it. If it is manually put in 2 hi (with a wrench), i can put the motor on and i can shift into 4 hi, then 4 Low but i can go back up to 4 hi or 2 hi. We pulled the tccm out today and it looks good, it doesnt appear to have gotten moisture in it. The plug looks pretty clean. I really need some help before we spend more money on parts we may or may not need. thanks in advance
