Default Grinding noises when I brake

This is on a 1997 AWD (not 4X4) 4 door blazer
I was driving the other day and when I applied the brakes I heard a ginding noise from the rotors like rocks were grinding on the rotors. I thought I needed new pads so I installed new pads on the front today and the noise is still there! I should also state that the noise is only there at 10-5mph under braking. I now have no idea what it could be, the hubs are tight I did the grab the top and bottom of the tire while in the air and there is no play.

ABS kicking in perhaps? A dirty or failing WSS (wheel speed sensor) can cause this. As a check, disconnect a WSS and connect a multimeter to the WSS pins. Set the multimeter to mV-AC scale and give the tire a spin. The output needs to be above 250mV-AC. If it isn't, you may need to replace the WSS. I'm not sure of a way to adjust the WSS used on the early 2nd gens, but you could try cleaning it and the teeth on the reluctor ring it reads.

I was not the ABS, it ended up being the rear brakes!!! STUPID ME, I didn't pull the rear wheels off to make sure the pads were good. They looked good from behind the rim though. Took me 5 hours and I went through 3 C-clamps to get the driver rear piston to compress, Passenger side took about 7 min.
