Is your E brake engaged - even slightly? Use the release and see if it goes off. It may be seized if its never used causing the light to be triggered.
If the release doesnt help you may need to take apart your rear end and release them manually then slowly work them into use.

hit the master cylinder with a hammer... yes im being serious. tap it a couple times with a small hammer. also check your fluid level of course, if you have a actual float inside the master make sure it isnt gummed up and stuck down.
i replaced all the lines on a astrovan a while back and tried everything light was still on and basically just stomped the brake pedal and it went off lol
