Default Idler arm pulled out of frame

2000 2WD steering felt very loose, took a look underneath and the idler arm bolts pulled completly out of the frame, arm hanging loose leaving holes bigger than the nuts. Frame not rusty, any hints for repair?

how much bigger are the holes in the mounting point?
cant really use larger hardware, cant see being able to make holes in idler arm any bigger without weakening the arm itself...so maybe have frame trimmed and a plate welded in place with new holes in it to line up.
1/4" maybe? prob overkill. seems like a fix, dont know what else you could do.
