Default Rear Shock Tower Problem!!!! HELP!

Stock 1998 ZR2. No lift kit. The pass. side rear shock tower rusted out. So I drilled the two steel plugs out (they attach the mount to the vehicle frame and rear cross member. but the mount still will not budge. I believe that the mount is welded to the cross member but am not 100% sure due to limited sight. Does anybody know if these rear mounts are welded to the cross member? And if so, do I have to totally destroy the mount to remove it? And does anybody know if the dealer will sell replacement towers? Thanks.
