Is it perhaps a grinding sound, like that emitted from a bad wheel bearing, perhaps?

Maybe a wheel bearing, or brakes, maybe. I know mine were making a noise when I let them go to far recently.

its not so much a grinding noise which is why im kind of stumped on it its a rubbing noise kind of like when u are going over rumble strips that are spaced away a bit if that makes sense like its hitting a certain spot every time the tire goes around but i dont see anything that looks off no broken belts brakes done about a month ago its mostly driven on the highway nowadays when i had the tire off i can spin it without any catches and dont here anything out of the norm

Might be your wheel bearing starting to go. With the truck jacked up and tire off it could turn freely with no catch and no rubbing. Then once the weight of the truck is back on the bearing and it is moving it can make a little rub-like sound. Had this happen to my 2000 Blazer at about 120K miles. I too had jacked it up and spun it with no ill effects. A friend of mine put me hip to the whole "no weight on the bearing" thing. Changed it out and problem solved.
