Default Transfer case motor will not kick in

I have a 98 blazer that will not shift in to 4-wheel..... I have changed everything i can think of. If anybody has any advice on what might be wrong with it i would love to hear back.
this is a parts list of what i have changed:
4-wheel drive switch (on dash)
Electronic shift module (behind the passenger side kick panel)
Vacum actuator (top of transfer case)
Transfer case shift motor

When i try to shift it in 4-wheel all i get is a clicking in the shift module. Any ideas would be a great help thanks

With the transfer case encoder motor (what I assume you are calling the Transfer case shift motor) removed, can you rotate the sector shaft (what the encoder motor turns)? The number of detends depends on what transfer case you have. It was determined that the NV236 has 3 detents and the NV233 should have 4. The NV233 is the non-auto4wd model while the NV236 is the auto4wd model.

I didn't actually take the motor off the transfer case.I plugged the new one in just to see if it had power. Its acting like i don't have power goin to the motor. so i don't know if the shaft turns or not

Wow, that is VERY risky. If the encoder motor had powered on and attempted to turn, it could damage the encoder itself. Do not power up an encoder motor off of the transfer case.

I guess I will ask a stupid question... Did you check all of your fuses?

What do the lights on the dash do when you attempt to go to 4HI or 4LO? Do you have the Auto4wd option?

I guess i won't be doing that again. yeah i went over all the fuses that i thought would have anything to do with the 4-wheel drive, They are all good. However i didn't check to see if i had power at the fuse. The lights on the dash just flash for awhile. If i press the button for lets say more then 5 or 6 times then nothing happens. No flash, no clicking, nothing

Ok then, have a look at THIS THREAD. While the OP states that the information is good up to 94, that really only applies to the method for checking the codes in the TCCM. THIS THREAD covers checking the codes in your truck.

Man, I really need to gather all of these threads together into one MEGA 4WD thread! LOL
