Vacuum hose appears to be missing from check valve where circled in photo . Hose goes from check valve to vacuum reservoir that is mounted in fender hidden beside brake controller . 
For ac compressor no power I would first check pressure switches they  shut power off to compressor when pressure is low ( not enough refrigerant) or high
