Rough idle and bad mileage. Ideas?

As far as I know, on the 2nd Gens you have to pull the dash to take the heater box apart. I think, and I hope others can give more insight on this, that to remove and replace the evaporator you have to remove the right front fender and/or wheel house. I haven't done that job myself but I've spent some time recently looking at the HVAC system on my '98 Jimmy and going through the shop manual. I recall looking at something in the book that required removing the fender/wheel house to get the evaporator out.
