So I raised the front end and placed it on jack stands, start the vehicle, place into 4hi, the turn the wheel by hand. The other tire then turns the opposite way like it should. The front drive shaft however did not rotate. Is this because the transmission is in neutral? Do I need to shift into first gear and then see? Any help on this would be great. Thank you in advance.

The front driveshaft will not turn since the back wheels are not in the air. The transfer case solidly locks the front and rear driveshafts. Putting the transmission into first gear would be a bad idea without first lifting and properly supporting the rear taking all 4 wheels off the ground.
The fact that the opposite front wheel turned in the opposite direction is a direct indication that things are operating normally in the front end.
