94 Vortec fuel pressure... what when?

Thats exactly what mine has started doing latley, but since I parked mine I dont really care cause the motors coming out soon. You need to open up the top of that intake and have a look instead of guessing. If its leaking you will know it. Are you saying you SHUT OFF and an hour later its at 45? Or its been running for an hour at 45?

Next question: Can the FPR be leaking without it showing up on a leak down check?
I got a peek down in the upper intake tonight and there is some sign of washing on the rear side of the FPR... but, nothing like I've seen in any other photos. And the FPR was changed once already in the last couple years, so what I'm seeing could be old.
It runs at 60. When I shut it off it stops at 58. I came back out an hour later and it had only dropped to 45.
Part of the problem is I only have a window of about 2 hours to work on it every night, by flashlight, in the rain or snow.

When I asked about the manifold port, it;s like a built-in passageway in the plenum. When I had mine off the thing was clogged solid. Lots of Berrymans B-12, a screwdriver and bottle brush took care of that but it took a while to get all of the carbon out.

Nah... just to be double sure I pulled the EGR off again. The passages are clear and clean. I sprayed them with throttle body cleaner anyway and ran it a bit with the EGR off. The EGR was changed not long ago by the previous owner, he must have cleaned it all up well last time.
I picked up a plenum gasket and planned to pull it off today. But it's 33º and a steady rain, so...

Can anyone tell me the torque for the plenum bolts so I don't have to buy a book just for that?
(Inch pounds? Good grief)

sorry it's taken me so long... according to my Haynes manual, the 4.3 CPI gets initial torque on all bolts except bolt A of 35 ft-lb. Bolt A initially torques to 35 then gets 41... You really need to get a book. If you want to torque things correctly.

Yeah you almost have to have a book to work on these things, then you have to be really careful. The books leaves out some things and misleads on others.
What, onetruetom said is what the books says, but they're not talking about the upper manifold (plenum) they're talking about the lower manifold..
In my Haynes manual, chapter 4 "Fuel and exhaust system" it says
"CPI air intake plenum fasteners" 124 in-lbs..I think that's about 12 ft. lbs
