I'm not sure what I'm supposed to hear. It goes into 4 low and I can hear the clunk when it engages. But no 4 hi. When I push the button I hear the click behind the dash but it won't engage.

theres an actuator near the transfer case you should be able to hear "clunk" as it engages 4wd. if its not engaging it might be the actuator/motor part.

If the code comes up repeatedly and no other fixes (cleaning the connections, etc) make it go away, then the encoder motor needs to be replaced. This is what is located on the driver side of the transfer case.
