Think you have something misrouted or just worn out. Take a hard look at how the cable is routed.

i think ive figured out the issue...

seems to be a butterfly valve sticking in the throttlebody...no idea if it can be fixed or just have to replace...any ideas?

If there is any soot or buildup it needs to be cleaned out of there. Does it idle properly? I would make sure there is nothing obstructing the cable and see how hard it is to turn the throttle by hand.

befor i owned my own blazer, i drove my moms around alot, roasted it and what not. but she always complained that the gas pedal sticked only when she first wanted to take off. if she were to drive down the highway itd be fine, cause her foot would have the throttle open a little bit, but as soon as she let off, the butterfly in the throttle body would close up for idle and stick... some brake cleaner and a screw driver fixed that issue no problem. it ended up not being anything in the throttle body, but there was undercoat sprayed up from under neith, and was basicly holding the pin back from not opening smoothly
