Default Green Wire

I own 94 blazer (W style engine), it has been giving problems with surging and hesitation while driving and at idle.......about the time before it got really bad........little smoke was witnessed from around the steering wheel/ colum.........

I've done almost everything mechanical possible but no change and decided to chase down any shorted wires in the ignition.......I came across a darker green wire and traced all the way back into the steering wheel.........under the dash you can tell the wire has gotten hot some time.........any ideas if this might affect the running of the engine in any way?
