Horn not working

1994 S10 Blazer 4WD, VIN: W

Purchased blazer within the past year have made a bunch of fixes. Right now I am trying to fix the horn. Had to replace the fuse, the previous owner had placed a 30 in a 20 fuse slot, now the fuse is good and our doom lights and mirror adjusters are working, but the horn still isn't. So, then we attached jumper cables to the horn, it works. From what I have read from other forums and sites is that the horn relay should be on the fuse circuit on the lower left side, under my steering column, we checked the circuit, there are no relays on the lower left side, there are two metal relays, one on the right upper-side and one more centered. Another, site said to check under the hood on the firewall on the drivers side. On the firewall there are 3 plastic relays, one on the passenger side, it has 5 pins/ on the drivers side there is 2, one that has 4 pins (we think that this one is for the AC) and the other we cannot fully get to at the moment.

1. Where or which is the horn relay?
2. If the relay isn't the problem is it wiring or the steering wheel spring, or something else?

*steering wheel spring = steering wheel connector wire or the plate under the foamy button

took the car down to a parts store, they were unsure of which relay it could be

Do both horns work? You should have a high note and a low note horn. You only mentioned testing one

Unsure, we tested the one located behind our drivers-side headlight. Today, the replacement fuse, that we just put in two days ago blew. I am thinking there is a wire problem
