rear hatch/power mirrors/horn not working...

replaced the CTSY fuse and the new fuse automatically blew.. i have a 1996 S-10 Blazer... do i have an under hood fuse box/block??? if so, i cant find it... highly frustrating. if anyone can help me with this i will appreciate it forever!!
