low beam headlights don't work
94 blazer headligths come on only when high beam switch is on (both head lights no low beam)

Sounds like a blown fuse to me. There should be a fuse for both the highbeams and lowbeams.

looked in the fuse box where in the hell is the fuse for the headlights nothing says headlight
