Default problem charging

On my 87 K5 Blazer at idle it doesn't charge at higher RMPs it charges at about 14 to 16 volts.
I have a new red top optima and a new high amp Alt. What else could it be?

Is it a rebuilt alt ? maybe a bad voltage regulator.

You should not be getting voltage that high out of the alternator. It definitely sounds like the voltage regulator is bad.
