Default running lights

sorry im new to this site. im trying to figure out what the hell is wrong with the running lights on my 89 s10 blazer.
i might be posting in the wrong place or theres prolly threads already about, my apologies! my running lights dont work and neither do my dash lights. it would be great to have them fixed before i drive home in the dark in a few hours

PLEASE help a newbie.
thank you

all of my fuses are good. even replaced a few just for fun!
i thought it was because i had my stereo out i might have disconnected a wire by mistake but today i pulled the stereo back out and nothing is remotely loose so...im stumped. it would be nice to fix them be4 5am when i leave work. in the dark.

i screwed up and did a resistance test on the fuse not a power test. like a ruhtard. its the only fuse that doesnt get any power. key on or off. made a juimper wire from another fuse. it works but it doesnt light up my running light more then a low dim light. im thinking it isnt getting a full 12 volts.
